Tenders / expressions of interest are invited from suitable companies, with a proven track record and references, to support the European Inter-University Centre for Human Rights and Democratisation (EIUC) in its fundraising capacity
The mission of the European Inter-University Centre for Human Rights and Democratisation (EIUC) is to foster a community of scholars, researchers and professionals to promote democracy and the implementation of human rights worldwide. As centre of excellence EIUC advances innovative programmes and projects that contribute to policy formation in Europe and assistance to neighbouring countries, democracy and good governance, promotion of the rule of law, and overseas development cooperation.
The Global Campus Action
In the above framework, EIUC has received a grant from the European Commission to manage the Global Campus of Master’s Programmes and Diplomas in Human Rights and Democratisation (“Global Campus”) which is an essential element of EIUC’s Human Rights Village Vision and which is intended to strengthen and merge the experience of the European Master’s Degree on Human Rights and Democratisation (EIUC’s core educational programme) with those of the Master’s Programmes on Human Rights and Democratisation developed in Africa (with the coordination of the University of Pretoria), in the Asia-Pacific region (with the coordination of the University of Sydney), in South East Europe (with the coordination of the Universities of Sarajevo and Bologna), in Latin America and the Caribbean (with the coordination of the Universidad Nacional de San Martin – Argentina) and in the Caucasus (with the coordination of Yerevan State University – Armenia).
Based in its worldwide composition, the main aim of the Global Campus is to educate a new generation of human rights professionals in a global and integrated framework of universities on all continents. Through the unique experience of the Global Campus the students will be able to meet global challenges by finding solutions which are informed by universal values and standards, European human rights policies and regional approaches to human rights, and aimed at strengthening the resilience of democracies and democratic movements in all continents.
The primary task of the EIUC-Global Campus Fundraising company/consultant is to be responsible for the fundraising activities of EIUC. The work includes the coordination and implementation of the fundraising strategy of EIUC to secure financial resources and achieve sustainability of its programmes focusing on the Global Campus on a medium and long-term basis. Specific responsibilities include preparing and finalizing proposals, monitoring funding opportunities as well as researching and implementing fundraising activities.
Main fundraising objectives include:
Designing the EIUC-Global Campus fundraising strategy as an element of the Human Rights Village
Implementing the strategy by fundraising with potential donors in and outside Italy
Monitoring specifically new funding opportunities for the Global Campus
Liaising with the decision making bodies of EIUC-Global Campus specifically with the EIUC President and the Global Campus President
Assisting the EIUC Secretary General in reporting to EIUC-Global Campus donors and the European Commission
Terms of reference/qualifications:
Capacity to design and coordinate the implementation of fundraising strategies across different countries and continents
Minimum of three years of experience in the acquisition of funds from international donors (EU, UN, other international organisations, companies, individuals) outside of Italy
Experience of a minimum of three years in Italy preferably in the business environment
Familiarity with funding schemes of international donors
Strong networking experience in an international environment
Knowledge of EU rules and regulations for grants and service contracts
Capacity to fundraise in different countries in and outside Europe
Flexibility for a quick design of targeted fund raising activities and ad hoc missions
Experience in working with different organisations/communities and with knowledge on the functioning of transnational organisations
Ability to conduct fundraising activities in a multi-cultural and multi-lingual environment (the use of English and Italian are sought in particular)
Consultancy contract (renewable)
Remuneration of the consultancy based on the company’s experience, and subject to EIUC’s available funding

The deadline for submission of tenders is 5 August 2013 – 12:00 A.M. (Italian time).

Content of the tender. The tenderer must provide:
a) A letter of application signed by the tenderer and specifying that all the elements of the offer are contractually binding, and explaining the reason for the interest in this call for tenders;
b) To the extent possible and where applicable, all certificates identifying the tenderer, including its name, legal nature, address, date founded, areas of activity and number of employees (and how many are particularly suited for the type of activities listed in the fundraising objectives), financial information for the past three years, professional insurance, and any other information it may deem relevant. Financial information must be broken down by activity;
c) All certificates identifying the persons with power of signature or the individuals and legal entities constituting the group submitting the tender;
d) A report describing similar existing operations conducted by the tenderer and covering all the areas concerned in the fundraising objectives. The tenderer shall provide client references for such projects;
e) Presentation (including CVs) of staff members who would be allocated to EIUC’s action.
Shortlisted tenderers shall be notified by e-mail by the end of August 2013and will be convened for an interview.
The decision shall be made as soon as possible after the interview.
Tendering expenses: offers are not paid. No reimbursement of expenses related to the preparation of any proposal will be made by EIUC.
